Remove .htaccess

Stephan Lachnit requested to merge slachnit/allpix-squared-website:p-remove-htaccess into test

We don't need the .htaccess file here anymore - the /releases and /usermanual (!28 (merged)) folder are not hosted on the site, they are hosted on project-allpix-squared where we can leave the file as is.
