CI: deploy stable PDF on tags

Stephan Lachnit requested to merge slachnit/allpix-squared:p-usermanual-copy-stable-pdf into master

On tags, this will copy the versioned usermanual to project-allpix-squared.web.cern.ch/usermanual/allpix-manual.pdf where the current stable usermanual also resides.
