This is the latest Tier0 release to be used in prompt reconstruction.  It is FT-0 violating (affecting mc16a only, MR !4007). The maxBunchSpacing default is 75, but MR !4577 allows automatic configuration of BCT depending on filling scheme. It includes HI updates MR !4952 (tracking HI), !4962 (HIJetRec), !5011 (CaloTopoClusters off), and !5012 (TCT HI fix) for 2015/2016 HI reprocessing and Xe-Xe 2017 run.
