Adding actions to the alarm helper

Florian Haslbeck requested to merge haslbeck_logs into master

Triggered actions are automatically matched to alarms, irrespective if still "ungrouped" or already grouped to an event. This works for new events, as well for already existing events, no matter if in oks or tmp.

Matching happens on the fly, meaning the relation log <-> logaction is not stored in oks.
