CollectHistograms flips negative bin content

When importing histograms in ActionCreateModel and rebinning, negative histogram bins turn positive. I would have expected them to be set to 0. Setting yields to 0 is the default without rebinning.
Link items together to show that they're related or that one is blocking others.
