submit.scanEnv crashes uppon missing env var

When ATLAS_LOCAL_PYTHON_PATH is not defined a type error causes a crash in scanEnvironment.

TODO: check for None value and set empty command for lsetup python (it should be set up with the analysis release anyways and this issue only arises when in an ATLAS environment)
