Small improvements to TQSystematicsHandler

  • Unprotects a useful getSampleFolder (by string name) function
  • Adds the option for symmetrizing one-side systematics when exporting objects - this is most useful for the generateSystematicsBands.py script when shape systematics (and in particular, one-sided JER shape systematics) are included
