Use the correct formula for adding experimental systematic error in cutflows

The existing formula used to include experimental systematic error in cutflow results is to scale the total error from other sources up by (1 + fractional experimental systematic error). I don't know why this formula was chosen; I changed the code to instead add the errors in quadrature.
