NF <applyToStopCut> option

Add the option to toggle NF on the stop cuts applyToStopCut.

Details

The NFs target cuts are currently defined by the applyToCut and stopAtCut options. In that, cuts belonging to applyToCut, stopAtCut as well as the cuts in between the two receive a Normalization Factor. Setting applyToStopCut to false, it is possible to exclude the stop cuts from the scale scheme.

By default, applyToStopCut=true. Therefore, the option is backwards compatible.
