Allow to nullify ranges of cuts, e.g. with a *

Alexander Gavriliuk requested to merge nullify-matching-cuts into master

Loop over cuts matching expressions, provided by nullifyCuts: CutMllMinusMll*. Useful to treat multiple SRs and CRs at once.

Also cancel weight of a nullified cut.
