make resampling optional

In discussion with @jburzyns, it was suggested that the resampling could be made optional to use umami also in other contexts, e.g. preprocessing for primary vertexing.

He suggested to make the resampling step optional to allow for applications of umami outside of flavour tagging, e.g. for preprocessing of tracks (scaling/shifting) to be used in Salt GNN training.
