Resolved loading issue with R22 (changed 3 variables) and configuration of variables for DL1R (R21 and R22) and DIPS as well as exclude_indiices function in NN_tools

Warning: DIPS might have trouble using this only if it access the config/X.Variables.json outside of NN_tools GetTestSample function.
