Added fixed cone association

Martino Salomone Centonze requested to merge mcentonz/training-dataset-dumper:r22 into r22

The new script ca-dump-single-btag-fixedcone has been added to the tool (together with a new config EMPFlow_fixedcone.json) with the fixed cone association functionality added in it. The custom track association is included in the getTrackAssociationAlgs function, with a reference to the ShrinkingCone with custom parameters tuned for a 0.5 fixed cone association.
