proposal for some more documentation on retagging

I propose to add a section explicitly mentioning a use-case for ca-dump-retag and the commands for running it. During my QT I have been asked by other QT students what is a good way of studying the effects of changes in the flavour-tagging chain, and it would have been great to have some official documentation on how to do that to redirect them to.
