@nkakati noticed an error when running ca-dump-retag, which is due to it not using the new dumper configuration and output file service. The setup-athena.sh build was also failing so I have bumped the Athena version.

We are now using the JetBTaggerSplitAlgsCfg to handle the setup, which fixed some collection naming issues
