Bump release and add a regression test for rnnip / smt

Dan Guest requested to merge dguest/training-dataset-dumper:add-rnn-regression-test into master

Now that we have some saved NNs in the dev/ area and most of the required augmentation exists in the releases, it's probably about time we write some regression tests.

These tests do slightly bend the rules of CI in that they rely on data in the /dev area, which might change away in the future.
