Require both chains to pass in dump-trigger-all

This only affects the ca-dump-trigger-all script.

This hopefully gets around a bit of the bias we'd get from passing different events. Now I require both the emtopo and empflow chains to pass.

Hopefully this goes in in time for @sfranche to submit some more jobs.
