Adding (stand-alone) soft electron variables in r22 training-dataset-dumper

This is a follow-up MR to the MR earlier: !396 (closed).

  • move the electronAugmenter to SingleBTagAlg
  • access the jobCfg in SingleBTagAlg directly instead of duplicating initialization (which didn't work...)
