Move configs and setup scripts

Samuel Van Stroud requested to merge svanstro/training-dataset-dumper:svanstro/organise-configs into r22

First step for #80 (closed)

  • remove the unnecessary single-b-tag dir from the configs/single-b-tag/ path
  • moving setup scripts to setup/

I thought about organising the config fragments into e.g. selections/ variables/ etc but that is probably overkill. I still need to remove the single-btag boilerplate from some of the fragments though, but better to do that when not also moving the files.
