Merge changes from hbb tagging to master

This is a bit of a laundry list of changes that I've been making in to support the latest round of hbb ntuples. Mainly:

  • Add the --matchingOS flag to make sure the grid submission chooses sites that support the OS the code was compiled on.
  • Add job metadata to see if we're throwing recoverable errors. (you can query this via the panda API, i.e. using pandamon -m)

@mguth you don't have to review this stuff if you don't want to, but some of it might be useful for the single b-tag jobs too so maybe it's worth taking a look.
