Fixes for neutral dumping

Ivan Oleksiyuk requested to merge ioleksiy/training-dataset-dumper:neutral_dump_fix into main
  • 'TracksForBTagging' to "BTagTrackToJetAssociator"
  • Deleted two configs that are not needed (I anyway dump the flows_all variant)
  • added Beam spot weights to dumping (needed for my AQP)
