Change setup order in docs

Change the setup order suggested in the docs to facilitate asetup --restore.

If setup.sh is run from inside the build directory then the .asetup file will exist in build. This probably isn't good as the build directory should be able to be overwritten at any time. Moving it to the project base directory then allows users to just do asetup --restore.
