Bump to Release 21.2.101

Dan Guest requested to merge dguest/training-dataset-dumper:release-21.2.100 into master

There are quite a few additions in release 21.2.101. Most notably this release should make it much easier to run custom versions of DL1 on top of the existing one and save it into the same jet collection.

There are also some changes in here to add delta R decorations to vr track jets to implement the overlap removal we're recommending.
