Implement ttbar selection CA block

Description

This MR is supposed to add a CA block for full ttbar e+mu event selection which can be added prior to jet dumping. This effectively places a cut on all events from which jets are dumped. Furthermore a new config was added for ttbar event selection as well as CI tests for selections on MC and data.

Note that atlas-flavor-tagging-tools/algorithms/dumper-test-files!28 (merged) needs to be merged for the CI tests to not fail.
