Add open data grid submission option
This adds a grid config to make the dataset we'll release.
This isn't urgent but I should ask @svanstro and @hartman what we want to release here. We have the nominal ttbar sample and an "alternative". Probably best to just choose one. I guess if we're unsure we can merge this with both and we can decide later.
Either way I'd like to use this configuration to make a candidate dataset soon.
