Migrate to CutBookkeeperUtils

Dan Guest requested to merge dguest/training-dataset-dumper:migrate-to-cbkutils into master

There's a central Athena function we could be using for this, which was added to the release in atlas/athena!29228 (merged). I'm also moving to an alias for the hdf5 merger, which sets the file locking to FALSE internally.
