Add Higgs operators to top+X common restriction card

Turn on a few Higgs operators in the SMEFTsim/top/MW restriction card used for common top+X EFT samples, to allow for EFT insertions in ttH and tHq production. This doesn't affect existing jobOptions that rely on this restriction card.
