Enable cG and cbW in the common top+X SMEFTsim3.0 restriction card

Turn on cG and cbW in the SMEFTsim 3.0 top Mw model for the production of common ttbar EFT sample. It was recommended to include cG in our common ttbar EFT sample. cbW is added as well because it could contribute to top decay. The values in the restriction card should be small enough.
