introducing the sm_specialb model, which contains a second 5 quark with mass in 5 flavor scheme

Dear MadGraph enthusiasts,

This MR introduces a new model to fix an issue with the Madspin decays of top quarks in the five flavor scheme. It introduces a second b-quark that has a mass.

The issue is described in https://its.cern.ch/jira/browse/AGENE-2229
