Adding new MadGraph model for nTGC in vertex function formalism

The model describes neutral triple gauge couplings in vertex function formalism using 4 (ZZV) and 12 (ZgammaV) coefficients, where 4 coefficients are new. Interaction Orders are separate for each coefficient, this simplifies generation of the cross terms.
