Adding restrict cards with scale parameters around WW resonance

Zef Wolffs requested to merge zewolffs/MadGraphModels:zewolffs-main-patch-721e into main

This is in preparation for a request of EFT samples of offshell Higgs processes where the WW resonance is the most dominant, therefore this param card has the relevant scales at around that resonance energy. Moreover uses latest values of decays.
