Update restrict cards in TopFCNC4f model to include tau operators

Hello, further to the update in this recent merge request, we'd like to update our the existing restrict cards so that they include the vertices including operators and reflect the new numbering of the model (note: as is using the existing restrict cards with the updated model will cause a crash).

At the same time we'd also added some new restrict cards for tau vertices specifically.
