Implementation of analysis for COLD_STARTUP, addresses issue 169 in module-qc-measurement-tools.

Analysis: takes the difference of V_in at 20 C and V_in at -45 C, if the difference < 200 mV then analysis result is PASS.

this needs the corresponding changes in prodDB to be implemented before being merged
