[skip modfiles] Adding d0 and z0 sampling

Adding some d0 and z0 sampling to existing JO for EFTracking studies. This follows some existing structure like in https://gitlab.cern.ch/atlas-physics/pmg/mcjoboptions/-/blob/master/900xxx/900171/mc.PG_singlemu_InvPtFlat1_etaFlat01_03_phiFlat03_05.py
Tests
Ran 1k events to check that the IP position was relevant.
