rm evgenConfig.minevents, [skip modfiles] [skip athena]

Yiming Abulaiti requested to merge yabulait_800025 into master

JIRA: https://its.cern.ch/jira/browse/ATLMCPROD-10753 This JO contains line "evgenConfig.minevents", which was obsoleted. So I removed this line.

This is already existing JO and no log.generate.short, so skipped Athena as well.
