Topness enabled and optimized

Stefio Yosse Andrean requested to merge sandrean/framework:topness_enabled into master

Enable and optimize topness to lower the runtime.

Optimization is done by setting n_iteration to 1 and tolerance to 4e-7. The new configuration has been tested and able to produce almost the same topness distribution

Run time: old configuration = 28m53s new configuration = 2m18s

Tested using 10000 events of mc15_13TeV.436113.MGPy8EG_A14N23LO_TT_directTT_800_400.deriv.DAOD_TRUTH1.e6985_e5984_p3655
