Relax requirements of G4Trd::CheckParameters() to allow ATLAS geometry to be run. 

The old version of G4Trd corrected small non-negative input lengths
to be kCarTolerance/2. The new version did no corrections and required
lengths to be greater than 2*kCarTolerance. This caused the ATLAS geometry
building to fail.
