adding build for alma9
czmq needed LCG_102 because this is the first one to have x86_64-centos9-gcc11-opt, and in this LCG, there is only zeromq 4.3.4. So I checked the package version that match with zeromq 4.3.4 and that was czmq 4.2.1.
