Phase2/strips

The branch implements full support for ITk strips. This includes LCB, R3L1 links, AMAC and trickle configuration memory. LCB and R3L1 links are configurable over DMA.

Other changes include:

• fix extremely long implementation times caused by timing issues in lpGBT wrapper
• disable the data emulator by default

There were some problems found during testing with a Strips module. I believe they are related to something else in phase2, rather than the strips.
