add support in 10b reverse order in the ToHost direction only. set the default value of the reverse bits to '1' (MSB first)

The FromHost side is still remain at the new architecture, so I didn't make changes in this direction. I set the infrastructure to the FromHost reverse bit, but it need to pass the EPROC_OUTx modules once they revert.
