Added register to cross GBT ToHost links (0-1, 2-3, etc) and some ILAs to Egroup 0 of each link in centralRouter

This MR is not supposed to be merged, it's for debugging FLX-1834 only. With a MR the pipelines start building though, that's why it was created.
