Included XOFF mechanism as described in FLX-1827:

• Every 4 us the 8b10b encoders retransmit the Xon / Xoff state
• Added a new TTC option that transmits Xon/Xoff (option 7)
• Fixed connection, enabling and monitoring of Xoff
