Use eprocfifo pfull 10 m hz

Frans Schreuder requested to merge use_eprocfifo_pfull_10MHz into master

This is a merge branch of use_eprocfifo_pfull (which is supposed to fix the backpressure mechanism / block header issue FLX-752. Because the timing is not met for 712, 24channels, we can do a better test when the branch ClockSync10MHz is merged, this branch changes the regmap and clock synchronization to 10 MHz for better timing results.
