Send double BCR immediately on OCR

Frans Schreuder requested to merge FLX-1946_ImmediateOCR into master

FLX-1946: Output double BCR in 8-bit EGROUP (TTC4 + TTC7 options) immediately on OCR. Before this we would wait for a BCR and transmit it then.
