Gbt mode alignment update

Kai Chen requested to merge GBTMode_alignment_update into master

Changes for GBT mode alignments checking;

  1. To check GBTTXRX's alignment_done output and GTH's CDR_LOCK for longer time. If CDR_LOCK from IP is not stable, this will pull done final ALIGNMEN_DONE to flx-info.
  2. Shrink reset signal which pull up GBTTXRX's alignment_done output.
