Changes made in ltittc_decoder and the gth transceiver. This is because of alignment issue.

Modified LTITTC receiver is tested and it shows stable lock and alignment. The triggerś are also correct but ttc_to_host does not send all information from the LTI data. Busy is not implemented yet.
