BCM Prime Firmware Changes, Now Compiles in 24Ch - FLX-2547 New output

The BCM Prime firmwares latest version is now available. This version compiles now in 24CH mode, and meets the timing requirements. This firmware also changes the output data format of BCM' firmware and is testbeam ready if compiled with the flag. Important Note: This firmware requires minor regmap changes (Extending the bit-range of one of the registers).
