BMBO-DCT firmware update

Changes to BMBO-DCT firmware:

  • general cleaning of code
  • add logic to receive BC reset from downlink elink
  • add SEM IP for SEU detection and correction
  • add xADC IP to read FPGA temperature
  • Add output slow control uplink elink towards lpGBT
  • send monitoring data (FIFO flags, temperature, SEM status) to slow control elink
  • use BRAM (32 word depth) instead of distributed RAM (16 word depth) for second-stage FIFOs
