Add new track-based algorithm.

Many changes related to new naming rules for monitoring histogram and new track-based algorithm. Added new tests, actual data files and test scripts reside in /eos/atlas/atlascerngroupdisk/trig-daq/online-beamspot/bst-tests, and script tests/run-bst-tests.sh executes them all (this needs to be run manually as it takes some time).

For now BST prefers old vertex-based algorithm if that executes successfully, track-based one is a fallback.
