Improve logging and integrate with ERS (ATONLBS-15)

Revised all logging in BeamSpotUtils, made it less intrusive and changed logging levels for many messages to reduce the number of "errors". Some errors/warnings are now logged to ERS and will be visible to experts/shifters.
